PNG ADOPTS SOUTH KOREA’S SMU MODEL TO DRIVE DEVELOPMENT

Minister for Provincial and Local Level Government Affairs, Soroi Eoe, revealed that the initiative will now expand to five more provinces.
The SMU, also known as the New Village Movement, is a grassroots development strategy that played a crucial role in South Korea’s transition from post-war poverty to economic prosperity. Focusing on self-reliance, collaboration, and community leadership, the model aligns with PNG’s goals to empower its rural populations.
Introduced in the 1970s, SMU revolutionized rural Korea by instilling values of hard work, mutual aid, and collective responsibility—principles PNG now hopes to integrate into its own development efforts.
Minister Eoe stressed that this initiative goes beyond infrastructure or programs—it represents a shift in mindset.
“The SMU model proves that true progress starts when communities take charge of their future. It’s about equipping them to identify challenges, utilize local resources, and collaborate for sustainable change. After over a decade of testing in Eastern Highlands, we’re confident in scaling this nationwide,” he said.
The expansion underscores the government’s focus on rural development as a key national priority. By adopting SMU, PNG aims to mirror Korea’s success, encouraging self-sufficiency and joint action to enhance rural livelihoods, infrastructure, and opportunities.
The model’s community-led approach complements PNG’s vision of inclusive growth, where every citizen contributes to national advancement.
Minister Eoe also expressed gratitude to the Marape/Rosso government for its leadership in backing the initiative.
“I extend sincere thanks to Prime Minister James Marape and Deputy Prime Minister John Rosso for prioritizing rural development and recognizing SMU’s transformative potential. Their endorsement through the NEC marks a turning point for provincial progress.”
This move builds on PNG’s ongoing efforts to strengthen rural services through participatory development. The Department for Provincial and Local Government Affairs has spearheaded similar projects, such as the Rural Service Delivery Project (RSDP), demonstrating how engaged communities can sustain their own growth.
As PNG moves forward, the government will collaborate with local leaders, residents, and international partners—including South Korea—to ensure SMU’s effective rollout. The initiative holds promise for unlocking rural potential, creating opportunities for all Papua New Guineans.
Minister Eoe, who represents Kikori, noted the timing’s significance, coinciding with PNG’s 50th Independence Anniversary.

Minister Eoe targets Wutung Border Post to Open on Independence Day 2025

This significant milestone will bring benefits to the people of Wutung and the greater WSP and further strengthen the bond between Papua New Guinea and Indonesia.
Minister for Provincial and Local Level Government Affairs Hon. Soroi Marepo Eoe said: “There is no better time and no better gift to the people of Wutung than to open the long-awaited Wutung Border Post and light up their homes on Independence Day, 2025. This project is a symbol of our commitment to improving the lives of our people and enhancing our relationship with the Republic of Indonesia.”
Multi-Agency Collaboration
To ensure the successful delivery of this project, an Inter-Agency Border Development Working Committee has been established, chaired by DPLGA Secretary Philip Leo. This committee plays a critical role in coordinating preparations for the opening of the Border Post. It includes representatives from PNG Customs, Immigration and Citizenship Authority (ICA), National Agriculture Quarantine and Inspection Authority (NAQIA), Department of Works and Highways, Department of Foreign Affairs, National Maritime Safety Authority (NMSA), PNG Defence Force (PNGDF), and Royal Papua New Guinea Constabulary.
The PNG Government acknowledges the invaluable support from the people and Government of the Republic of Indonesia, as well as Indonesia’s state power company Perusahaan Listrik Negara (PLN). The extension of power lines into Wutung village is part of Indonesia’s 78th Independence Anniversary gift to the Wutung community. This reflects their continued partnership and commitment to border communities. The Government also appreciates Indonesia’s ongoing provision of essential services such as healthcare, telecommunications, and early childhood education to the people of Wutung.
Key Project Highlights
The opening of the Wutung Border Post will not only enhance border management and trade but also deliver critical services to the people of Wutung, improving their quality of life.
On behalf of the Government, Minister Eoe reaffirmed his commitment to delivering this project and thanked all stakeholders, especially the people of Wutung, for their patience and cooperation.

The landmark legislation, tabled by Minister for Provincial and Local-Level Government Affairs Soroi Marepo Eoe, was passed with broad bipartisan support, signaling a unified commitment to empowering local administrations across Papua New Guinea.
In his remarks, Prime Minister Marape described the bill as a “critical step” toward enhancing accountability and efficiency within local government structures. He highlighted that the amendments aim to raise leadership standards, prevent financial mismanagement, and ensure stronger oversight of community resources.
A Milestone for Good Governance and Community Leadership
Prime Minister Marape referred to the bill as a game-changer for local governance, underscoring its potential to improve leadership accountability, prevent financial mismanagement, and ensure closer supervision of local-level administration.
“This is a significant victory for the people of Papua New Guinea. For far too long, weak governance structures and mismanagement at the local level have impeded service delivery and development in our communities,” Prime Minister Marape stated.
“These amendments will ensure that local leaders are held accountable to the people they serve, that ward members have clearly defined responsibilities, and that the misuse of public funds is prevented through stricter financial regulations,” he added.
Key Reforms in the Bill
The Local-Level Government Administration (Amendment) Bill 2024 introduces several important reforms, including:
Stronger Accountability for Ward Members: Section 11 has been amended to define additional roles and responsibilities for Ward Members (Councillors), ensuring greater accountability and transparency in community leadership.
Higher Leadership Standards: Section 14 strengthens the qualifications for Local-Level Government (LLG) members, ensuring that only competent and capable leaders are elected to serve the people.
Stricter Financial Oversight: Section 45 removes and bans Chairmen and Board Members of Local-Level Government Special Purpose Authorities (LLG SPAs) from acting as signatories to bank accounts, thus preventing potential misuse of funds. Section 50 grants the responsible Minister specific powers to take punitive action against LLG SPA Chairmen, Boards, and Management if they are found guilty of misusing public funds or abusing their authority.
A Step Toward Stronger Local Governance
Prime Minister Marape emphasized that these reforms align with the government’s broader vision of decentralizing power, strengthening sub-national governments, and ensuring that effective service delivery reaches every corner of Papua New Guinea.
“The National Government is committed to ensuring that local governments function efficiently and respond to the needs of the people,” the Prime Minister said.
“This bill equips us with the necessary tools to address governance challenges, improve service delivery, and restore public trust in local leadership. The people of Papua New Guinea deserve transparent, accountable, and effective leadership, and this legislation takes us one step closer to that goal.”
Call for Nationwide Support
Prime Minister Marape urged local leaders, ward councillors, and provincial governments to embrace these reforms and work together for their effective implementation.
“This law is only as strong as our collective commitment to upholding it. I call on all levels of government and community leaders to take this legislation seriously and ensure that it is enforced for the benefit of our people,” he said.
He also reaffirmed his government’s commitment to further strengthening governance structures and ensuring that Papua New Guinea continues to progress toward more accountable leadership at all levels.
“The passage of this bill is a win for the people. It is a win for good governance. It is a win for the future of Papua New Guinea,” Prime Minister Marape concluded.

The DPLGA has launched a new initiative aimed at strengthening local governance across Papua New Guinea. This capacity-building initiative focuses on training local government officers in leadership, financial management, and project implementation. By enhancing the skills of local leaders, the program seeks to improve service delivery and governance practices at the community level. The initiative also includes a mentorship component, where experienced officials provide guidance to newer leaders to foster development and ensure effective governance.
The Department of Provincial and Local Government Affairs, in collaboration with the Ministry of Health, launched a new Community Health Outreach Program aimed at bringing vital healthcare services to rural and underserved communities. The program provides free health check-ups, vaccinations, and educational workshops on hygiene and disease prevention. The outreach program is designed to reduce health disparities and ensure that every citizen has access to the care they need, regardless of their location.
Participants of the Southern Region PCMC Workshop comprising of DPLGA staff as well as officers from the southern region Provinces listening and observing presenters doing presentations for their respective provinces.
The Provincial Infrastructure Development Fund (PIDF) continues to provide critical funding to support infrastructure projects across Papua New Guinea. Recent grants have enabled local governments to improve road networks, build new schools, and enhance water and sanitation systems. These projects aim to boost economic growth and improve living conditions in rural and urban areas. Local government officials are encouraged to submit proposals for future projects under the fund, with a focus on sustainability and long-term impact.
